Senior Community Service Employment Program (SCSEP) Founded in 1972 at the Title V of the Older Americans Act SCSEP provides temporary community service training opportunities to older Americans to prepare them for jobs in their community. They train about 20 hours a week and are paid a training stipend. The stipend does not affect their SNAP or HUD qualifications while on the program. Training sites must be a non-profit organization or public facilities like senior centers, schools, day care centers, or city municipalities. NCOA currently operates 25 SCSEP projects in 10 states and Puerto Rico. The SCSEP projects are funded by the department of labor. To be eligible for the SCSEP program you must be 55 years of age, unemployed, meet financial requirements, and live in grant area.
